The invitations to the Eastern Partnership summit have been passed to the diplomats of Belarus, Armenia, Azerbaijan, Georgia, Moldova and Ukraine by Vice-Minister for Foreign Affairs of Lithuania Andrus Krivas. The invitations are signed by Lithuania's President Dalia Grybauskaitė, President of the European Union Herman Van Rompuy and President of the European Commission José Manuel Barroso. The document does not contain Aliaksandr Lukashenka's name as the invitations were given to the states, not to the persons.

This is a principle issue for us as Belarus always insisted on equal approach to the interaction in the framework of the Eastern Partnership. Now, the issue of Belarus' participation in the upcoming summit is in the Belarusian state leader's competence."
