Global Objective
The global objective of the assignment is, in the field of civil society
- to increase the level of participation
- the involvement of the Belarusian NGOs and local authorities as project partners in different EU initiatives
- to improve the quality of the proposals submitted.

Specific Objectives
- Raising awareness about potential benefits for the NGOs and the local authorities from the ENP, in particular through a general information campaign focusing on the new ENPI instrument and the EU document “What the European Union could bring to Belarus”;
- Improving knowledge and understanding of the target groups about the EU assistance to Belarus in the field of civil society through a general promotion and awareness campaign;
- Facilitating networking between Belarusian NGOs, local authorities and their counterparts in the EU countries through formation of relevant networks, information exchange facilities etc, in order to enable them to jointly participate to the EC’s Calls for proposals;
- Generally strengthen the project preparation capacities of eligible partners in the border areas;
- Developing the capacity level of the Belarusian NGOs and local authorities to design, manage and implement projects according to the objectives, procedures and requirements of the European Commission within relevant instruments through a training phase, based on capacity and training needs assessment.
