The EC supported small support measure aimed at capacity building and networking of Belarusian Non Governmental Organizations and Local Authorities was implemented during 2008 and the beginning of 2009. The purpose of the support measure was, beside capacity building events, to promote  EC programs for Belarus in general and in specific  the  thematic program ‘Non State Actors – Local Authorities in development’ (NSA-LA), which first call was launched in January 2008.
