On 23 September preliminary voting started in Belarus. Belarusian
opposition believes that it creates conditions for falsification of the
elections results. There were quite a few cases justifying their
position.
"For
some reason International organizations, the OSCE in particular,
advised to Belarus to abolish preliminary voting practices however to
other countries, for instance, to the USA, it was advised to make them
more wide spread", said Mikhail Lozovik two years ago.
