Support to the capacity building and networking of Belarusian NGOs and LAs

The EC supported small support measure aimed at capacity building and networking of Belarusian Non Governmental Organizations and Local Authorities was implemented during 2008 and the beginning of 2009. The purpose of the support measure was, beside capacity building events, to promote EC programs for Belarus in general and in specific the thematic program ‘Non State Actors – Local Authorities in development’ (NSA-LA), which first call was launched in January 2008.
With the EU enlargement
Belarus became an immediate neighbour of the EU.The main EU objectives towards
Belarus were formulated in the Country Strategy Paper for
Belarus as follows: “…
Belarus to be democratic, stable, reliable and increasingly prosperous partner with which the enlarged EU will share not only common borders, but also a common agenda driven by shared values.
Belarus became eligible for the Decentralised Cooperation Programme as a country of ‘difficult partnership’, where national government is not committed to the principles of decentralisation, good governance and civil society participation in policy development.
In the framework of 2007-2013 budget perspective the DC and the NGO co-financing budget lines have been replaced by the new thematic programme "Non-state actors and local authorities in development" (NSA-LA programme) covered in the Development Cooperation Instrument (DCI). The NSA-LA programme’s overall objective is poverty reduction in the context of sustainable development, including pursuit of the Millennium Development Goals (MDG) and other internationally agreed targets. Therefore, the DC programme is currently operating only in terms of management of ongoing projects and closure of the completed projects.
In this regard, a mid-term evaluation of DC programme is conducted.
Unknown Belarus. Development of small towns in the XXI Century

On 1-2 November, a seminar and a conference «The
Unknown Belarus. Development of small towns in the XXI century» took place in Belarus.
It was one of the phases of the study of small towns in Belarus,
which is being conducted by the Humanitarian Technology Agency and the Center
for Social Innovation. The idea of this research was developed a year and a
half ago. Its meaning and purpose were to research and to understand the life
in today's small towns: people’s lifestyles, how they build relationships, how
they spend spare time, what are their perceptions and ways of thinking, how
they alter the current trends in tangible and intangible world. It all is
important to understand in order to be adequate in estimates, plans and
actions. Within the framework of this program, a series of research expeditions
into the small towns took place that were organized as research operations. It
is impossible to understand a town lifestyle not being a part of it or without
interaction with it. It is in collaboration with the town as a special entity,
a special type of settlement, a special system of mutual organisaiton of
residents in the settlement. Such collaboration is better manifested in
internal communications and relations, decision-making systems, ways of
thinking and action, images of life. Such data on the life of a town and its citizens
can not be obtained from statistical reports, opinion polls or other methods of
scientific research.

Eastern Europe Studies Centre (www.eesc.lt) has successfully prepared a comparative socioeconomical study about Life in Lithuania and Belarus. The main objective of the research was to show the pros and cons of living in Lithuania (an EU and NATO member) and in Belarus (CIS member). The EESC experts gathered information about prices of wide variety of goods and services in both countries and compared them in the context of local earnings. The caricatures and visual representation of the statistical data makes this analytical study highly attractive. The study was pulished in three languages: Lithuanian, English and Russian.

The continuation of the research on the materials of the interview, conducted within the framework of the “Support to the development of the potential and network cooperation of Belarusian NGOs and the local authorities” project in April – September 2007. The interviewed were representing major NGOs of the European countries, which took part in EU and EU member countries’ projects.

The Catholic Church is unsure about the implications of remarks by
Belarusian Vice-premier Aleksandr Kosinets about foreign clergy. With about 190
foreign priests plus more than 100 nuns, the Catholic Church is by far the
religious community in Belarus which relies most heavily on foreign clergy.
Kosinets told a 19 September round table with Belarus' religious leaders that
the Catholic Church should end the use of foreign clergy over the next few
years. However, Forum 18 News Service has been unable to clarify whether this
is a recommendation or an order. "The Vice-premier's words arouse
questions and perplexities rather than outright concern," a senior
Catholic told Forum 18. Religious affairs official Aleksandr Kalinov, who was
also present at the round table, refused to tell Forum 18 if action will be
taken if the Catholic Church does not end the use of foreign priests, but
insisted: "No-one is preparing to expel them." The Catholic Church –
like the Orthodox Church – also has a number of foreign-born bishops, while
other religious communities – including Jews – have foreign religious leaders.
Warsaw - According to the information presented
by representatives of the Ministry of Agriculture and Foodstuffs of Belarus for
the Interfax Agency, the country plans to harvest more than 2 million MT of
vegetables in the present season. “We forecast the vegetable crop to reach 2,08
million MT, which will draw level with the 2006 crop”, announced Belarusian
experts.
