The Nordic Council and Nordic Council of Ministers have close co-operation with a number of international, regional and national organisations outside the Nordic region.
The Council of Ministers' guidelines for co-operation with North-West Russia in 2006-2008 expand the framework for the Council of Ministers' work eastwards to include border co-operation with Belarus and activities to meet political challenges there. The objective of the work in Belarus is to contribute to the development democracy and to open pluralistic relations across borders.
The NCM in partnership with the European Union (EU) supports Belarusian student to study in the European Humanities University (EHU), Lithuania, and in Ukraine.
In October 2006 the Council of Ministers launched a special NGO Programme for the Baltic Sea Region, which funds co-operation between Nordic, Baltic, Polish, Belarusian and Russian NGOs.
