Consultation on the new Indicative Programmes 2011-13

In the context of the Mid Term Review Civil Society Organizations and other interested external stakeholders will be consulted on the concept notes of the new Indicative Programmes for the 2011-13 period. These concept notes have, as a general rule, been established after initial consultations with national authorities, civil society organisations, EU Member States and other donors present in the ENP partner country. The concept notes present the approach suggested by the European Commission and outline a number of possible areas of intervention.

Delegation of the European Union to Ukraine and Belarus has published on May 18, 2010 the new NSA-LA call for proposals for Belarus, reference number EuropeAid/130100/L/ACT/BY. Full information and other annexes are available here (search by reference; reference number 130100). The deadline for submission of concept notes to the address of the EU Delegation in Kiev is 5 July 2010.

Delegation of the European Union to Ukraine and Belarus plans to hold an information day in Minsk (and possibly in another city) in the first half of June. More information on this will be available by the end of May. An unofficial Russian translation of the guidelines should be made available by the end of May.

Civil society organizations (CSOs) and other interested external stakeholders have until 19 May to send in their suggestions with regard to the priorities of the EU’s cooperation with Belarus, according to a Commission press release.

The European Commission has outlined its own proposals in a concept note drawn up for the Belarus National Indicative Programme for 2012-13, which is available on the ENP website. It lists good governance, people-to-people contacts and economic modernization among the key areas of cooperation.

PILOT PROJECT: Scholarships for university graduates from European Neighbourhood (EN) countries and Russia to follow Courses in the European Union leading to a Master Degree in European Studies (European Union Law, European Union Economics, European Union Policy, Administration and Governance, European Union Integration History or Interdisciplinary European Union Studies)

The European Commission has launched this call for proposals addressed to higher education institutions (HEIs) in the EU member states offering a Master Course in European Studies (EU Law, EU Economics, EU Policy, Administration and Governance, European Integration History or Interdisciplinary European Union studies).

The general objective of the project is to build up the European Neighbourhood countries (Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, Palestinian Authority, Russia, Syria, Tunisia and Ukraine) and Russia graduates’ professional skills in order to enable a better understanding of EU policies and to improve relationships.

In implementing this pilot project the Commission intends to finance approximately 30 scholarships for students who will be selected to attend a Masters Course in European Integration. The scholarships will cover registration fees, travels and subsistence costs.

A call for proposals is to be launched at the end of 2010 for the €9 million Eastern Partnership Culture Programme to be funded under the European Neighbourhood and Partnership Instrument (ENPI), according to the Annual Work Programme ENPI East published on the EuropeAid website.
 
The overall objective of the Programme is to support the role of culture in the region's sustainable development and to promote regional cooperation between public institutions, civil society cultural organisations, and foundations and academic organisations in the Eastern Partnership region and the EU.

The European Commission has issued a call for proposals for a €7 million new regional investment and trade facilitation project EAST-INVEST. It is open to the countries involved in the Eastern Partnership, namely Ukraine, Belarus, Moldova, Armenia, Azerbaijan, and Georgia, and covers the period from 2010 to 2013.

The European Commission announced a new call for proposals on Non-State Actors and Local Authorities in Development: Actions for Belarus. The total budget is EUR 1 000 000. The deadline for submitting a grant application is 5 May 2009 at 17.00 of Kyiv time.
