EAST-INVEST call for proposals |

The European Commission has issued a call for proposals for a €7 million new regional investment and trade facilitation project EAST-INVEST. It is open to the countries involved in the Eastern Partnership, namely Ukraine, Belarus, Moldova, Armenia, Azerbaijan, and Georgia, and covers the period from 2010 to 2013. |

The European Commission is a body responsible for the implementation of the European Union's policy. The EuropeAid Cooperation Office (ec.europa.eu) has been established to implement the EU's development cooperation programmes.
Other parts of the Commission, principally the Directorate General for Development and the Directorate General for External Relations, are responsible for the political control and the overall planning of the development cooperation programmes.
Within the framework of the EU's regular budget 2007-2013, six new financing instruments for development cooperation have been put in place.
The new instruments are the following (see: http://ec.europa.eu/europeaid/what/delivering-aid/funding-instruments/index_en.htm):

IPA, (the Instrument for Pre-accession) managed by DG Enlargement, not EuropeAid

ENPI, the European Neighbourhood and Partnership Instrument

The Stability Instrument

EDFDCI, the Development Cooperation Instrument

EIDHR, the European Instrument for Democracy and Human Rights
-
Nuclear Safety Cooperation Instrument
All of them have their geographical area of responsibility.
The European Neighbourhood and Partnership Instrument (ENPI), which entered into force in January 2007, replaces MEDA and TACIS.
The ENPI is responsible for the EU's neighbouring countries in the south and east, including
Belarus
.
