visited Estonia recently said that the biggest potential for cooperation is in

actions” from the European Union, not hollow declarations, Andrey Papow,
spokesman for the Belarusian foreign ministry, said while commenting on EU
foreign ministers’ conclusions adopted at an External Relations Council meeting
